In a medium size bowl, toss and mix together 1/2 of a cup of non-fat mayonnaise, with 1 tablespoon of prepared horseradish,and 1/2 teaspoon of garlic powder and 1/2 of a teaspoon of ground black pepper.
Mix in about 2 cups of finely chopped and cooked turkey breast white meat and 1/4 of a cup of finely chopped scallions or green onions.
Divide up the mixture among 4 slices of rye bread, spreading mixture to the edges.
Overlap slices of cucumber in an even layer on top of the turkey. Then top with the remaining 4 slices of bread.
